We know there is a problem. We would like to formally address the problem, but to our dismay, we don't know how to talk about the problem.
Someone once remarked if you know no amount of effort can resolve the issue, don't attempt to solve it. Just leave it as it is. And I wonder what made me begin to agree with this illogical statement.
And so, I know there is a problem, but I'm not going to do anything to solve it, cos it's beyond my capability.
